On conditions of quasitransitiveness of security measures for a quantity of situations forming a ship key operation

The concept of state of administrative resource capability has been introduced in the paper. The conditions when control actions in the structures of ship safety operation are suitable to the resources selected according to a cost criterion have been shown.
