Abstract. The paper proposes the concept of innovation development of economy of the Murmansk region on the model of regional industrial clusters. The concept of "cluster" and modern experience of cluster creation in Russia have been analyzed. The general description of the status of the regional economy has been given. Some possible variants of industrial clusters' organization in the region have been proposed.
