Abstract. In the paper the procedure of choosing the optimal alternative to the transfer of the vessel from a critical condition to an operational one with minimal losses (costs) has been suggested. It has been shown that the choice for a single decision of the captain accounting available risk is possible if there exist restricted probabilistic functions of the costs for which there is a structure of order. The presence of these functions at the bifurcation of the critical state of organizational and technical system allows to perform the transfer with minimal probability of maximum loss.
