Minimisation of the information distortions in the vessel safety management systems
Abstract. The paper considers the problem of information distortions arising due to spontaneously formed horizontal connections in the vessel safety management systems. The conclusion has been made that by introducing "strong" penalties the possible distortions of information can be minimized.
