Abstract. The paper estimates the ongoing changes in the Russian closed administrative territorial entities’ functioning under the influence of external factors (the current aggravation of the international situation) and internal (long-term buildup of strategic military capabilities and strengthening of the defensive sector in the economy of Russia).
