Off-budget resources: problems of their deriving and usage by budgetary organizations
Abstract. The paper considers the basic problems of budgetary organizations in modern conditions. The difficulties of off-budget funds' obtaining are accompanied by complication of safety and usage of these funds, the low salary - by impossibility of these funds' increase. The paper analyses some ways out of budgetary organizations' problems.
