Prerequisites for creating an integrated system of analytics, forecasting, and monitoring of transport and logistics systems for the Arctic region

Abstract. In the modern management paradigm of transport and logistics processes in large regional structures, integrated analysis, forecasting and monitoring systems act as a critically important element ensuring a significant increase in operational efficiency and the formation of stable competitive advantages for the sustainable development of the region. This issue is becoming particularly relevant in relation to the Arctic as a region with extreme climatic conditions, undeveloped transport infrastructure and extremely low population density. One of the key factors in optimizing Arctic logistics is the creation of a digital platform that provides integrated monitoring and management of transport and logistics flows in difficult climatic conditions based on advanced information technologies. This paper examines the process of formation of transport and logistics services and platforms during the development of digital technologies. The list of domestic and foreign digital platforms and services used to support transport and logistics operations, including in the Arctic region, has been considered. The prerequisites for the creation of Russian system of analytics, forecasting and monitoring of transport and logistics systems in the Arctic are outlined. Special attention is paid to the consideration of the Unified Platform of Digital Services on the Northern Sea Route, which can potentially become an integrated system of analytics, forecasting and monitoring of transport and logistics systems for the entire Arctic region. It has been shown that the creation of such a system is a strategic task that determines economic development, ensuring security and control over the Arctic territories, improving the standard of living of the population, stimulating the development of new industries and transport infrastructure in the region.
