Problems of the criminal responsibility of the minors with indications of lagging in mental development non-connected to mental insanity
Abstract. The paper is dedicated to the actual problem of the criminal responsibility of the minors with indications of lagging in mental development non-connected with mental insanity. In the work the content of key concepts "mental retardation" and "dementia" has been described. The legal and logic inconsistency of applying of the criminal law norms to persons having the different forms of defects of intellectual development has been pointed out in the work. The problem has been analysed from the psychological, psychiatric and legal points of view, the authors have suggested some ways out of the situation.
