Abstract. The paper considers the peculiarities of bioresource catch forecasting before 1991, the modern state of extractive capacity and its balance with a source of raw materials have been analyzed. The conclusion about necessity of state regulation of proportional development of fishing fleet and the source of raw materials has been made.
