Abstract. The paper considers the way of marine revival of Russia and the concept of new regionalism. The connection between globalization and development of marine activity of coastal states has been shown, some functional directions of the national marine policy in the Russian Federation have been given. The meaning of the marine energy in the strategic development of the Kola Peninsula has been substantiated as well.
